The Málaga City Council has launched the Comprehensive Electronic Administrative Processing System (SITAE), a platform that unifies municipal procedures in a single digital environment. It has been active since September 29 and covers more than 1,300 procedures. In its first 14 working days, more than 15,000 files have been processed, more than 4,500 new ones have been started, and the average is 950 active users per day, according to the City Council.

A change for the municipal workforce

The rollout directly affects City Council staff, who are already working with the new interface. To support the adaptation, the Area of Innovation and Digitalization maintains a technical support plan with user manuals, practical guides and teaching resources on the corporate intranet. There are also direct assistance channels for operational questions, permission problems and incidents at the workstation. The support team consists of 19 people at the first and second level of attention of the municipal incident management console (CSU). It is reinforced with five virtual remote support rooms active until November 13 and with technical consultants who provide in-person assistance at municipal offices. The City Council assures that the incidents detected are being resolved at a good pace.

Legal obligation and zero paper

The project began in late 2022 to comply with Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations, and Law 40/2015, on the Legal Regime of the Public Sector. The new model allows full traceability of procedures and seeks a paperless digital administration, available 24 hours a day. During the previous technical window, between September 24 and 29, the municipal Electronic Headquarters maintained informational notices and alternative channels were guaranteed, such as in-person registration and the General Electronic Registry of the General State Administration, connected to the City Council through the Registry Interconnection System (SIR). The acceptance or rejection of electronic notifications was temporarily stopped and was reactivated when the service was restored, so that none expired in that interval.

Training and media appointment

Before the rollout there were more than 90 training sessions during last spring and refresher sessions in digital format in September. Informational meetings were also held with trade union organizations. The deputy councillor for Innovation, Digitalization and Investment Attraction, Alicia Izquierdo, and the director for Local and Regional Administration of T-Systems Iberia, José Muñoz Escobar, will hold a press conference on Friday, October 23 to report on the degree of implementation of SITAE.
